David Luzzi
Senior Advisor to the President
Senior Vice Provost for Research
Vice President, Innovation Campus
David Luzzi, PhD, MBA, is the senior vice provost for research at Northeastern and vice president of the Northeastern University Innovation Campus in Burlington, Massachusetts (ICBM). He is also chair of the board of the George J. Kostas Research Institute for Homeland Security at Northeastern University, LLC, a former dean of the College of Engineering, and a professor of mechanical and industrial engineering.
Luzzi leads applied research programs funded by the U.S. Army, Navy, and Air Force on materials and manufacturing, expeditionary cyber, expeditionary maneuver, shipyard modernization, and the detection and countering of autonomous systems. As a professor, Luzzi has extensive teaching and research experience in materials, nanoscience, and atomic-level structure and processes. His research program executed projects for the Army, Navy, Air Force, NATO, National Science Foundation, NASA, the European Union, and other international, federal, and state agencies and corporations.
Peter Boynton
Chief Executive Officer, KRI, LLC
Peter Boynton is the chief executive officer of KRI, LLC, and a professor of the practice at Northeastern. Previously he was the commissioner of emergency management and homeland security for the State of Connecticut, appointed by both Democratic and Republican governors. In this role he oversaw three presidential disaster declarations, supported the response to the H1N1 virus, and established the state intelligence fusion center and statewide emergency response framework.
As an officer in the U.S. Coast Guard, Boynton commanded three Coast Guard cutters, was captain of the port, and served as a director on the National Security Council’s staff at the White House. He was subsequently appointed Federal Security Director for the Transportation Security Administration at Bradley International Airport, the second largest in New England, which he helped raise from the lowest TSA rating to the top 10. Boynton has testified before the U.S. Congress on emergency management and homeland security.
Boynton holds a master’s degree from Harvard University and an ocean engineering degree from the U.S. Coast Guard Academy. He also has an unlimited master’s license for oceangoing vessels of any tonnage.
Ted Rodill
Executive Director, Defense Programs, Innovation Campus
Ted Rodill is the executive director of defense programs for KRI at Northeastern and directs its vast defense research and development program portfolios. Prior to joining KRI, Ted served as an officer in the U.S. Army for more than 24 years. Throughout his distinguished military career, Ted served in a variety of senior leadership positions, including assignments in the intelligence community and Joint Program Office. Ted specializes in cybersecurity, information assurance, information systems, and program management.
Ted holds a bachelor’s degree from the University of Delaware and a Master of Science degree in information systems information assurance. His professional certifications include Certified Information Systems Security Professional (CISSP) and various forms of certification and training in defense acquisition and program management.
Rachel Spiller
Senior Director of Administration, Finance and Planning, Innovation Campus
Rachel Spiller is the senior director of administration, finance and planning for the Innovation Campus at Burlington, Massachusetts. She directs administrative support staff for the campus and for the functions across Northeastern’s global network that originate from campus programs. Her responsibilities also include the financial management of the ICBM, the financial planning and annual budget processes, and oversight of all construction projects on the growing campus. She is the key campus driver of the ICBM Master Plan and the ICBM Capital Budget Plan.
Before coming to Burlington, Spiller worked in Boston as an administrator for Northeastern’s Office of Alumni Relations as well as the Dean’s Office at the College of Engineering. She has also held administrative roles at the Novartis Institutes for Biomedical Research, the Science and Technology Policy Institute, and the Science and Technology Group at Abt Associates. She holds a bachelor’s degree from Simmons College and a master’s degree in education administration from the University of Massachusetts–Lowell.
Shawn Williams
Chief Technology Officer, Kostas Research Institute
Prior to joining the Kostas Institute, Shawn served as the VP of R&D at Rogers since 2013. In this role, he led the Rogers Innovation Centers globally, in partnership with Northeastern University, on their Burlington, MA campus. The Rogers Innovation Centers are focused on the evaluation and assessment Early Stage Development of Technologies with strong Commercial Potential for Rogers’ next generation of product development.
Before joining Rogers, Shawn briefly worked as the Senior Manager for Advanced Technology, at Greene, Tweed, a privately held company in the high performance seals and gaskets that serves the Oilfield, Semi-conductor, and Aerospace Markets.
From 2004-2012, Shawn was the VP, R&D at Plextronics, Inc. A printed electronics start-up in that was focused on the development of enabling materials for printed organic solar cells and Light Emitting Diodes and from 1995-2004, Shawn served in various technical and operational roles at the global specialty chemical provider, W. R. Grace & Co.
He has over 25 years of experience in developing and managing materials technology.Dr. Williams holds a BS in Chemistry from Geneva College and a PhD in Chemistry from Carnegie Mellon.
